How Does This Happen?

Lead found in lipstick?!

If you read the article you will learn that many brands of lipstick contain more than the USFDA allowed amount in candy. Excuse me, really? They allow a level of lead in candy? How does that even happen? Does it come from the equipment at the plant? Last I checked, lead wasn't an essential ingredient in say, peanut butter cups.
